CPNP notification
A cosmetic product cannot be placed on the European Union market until it has been notified through the Cosmetic Product Notification Portal. The notification is made by a Responsible Person established in the Union, and for an import that is normally the importer.

What it does not cover.
Your Indonesian supplier cannot do it
The Responsible Person has to be established in the European Union. A producer in Java cannot hold that role, and one who says they will handle your notification has misunderstood the regulation.
It applies to finished cosmetics
An essential oil sold as a raw ingredient to a formulator is a different question, governed by chemical rules rather than by cosmetic notification. What you are importing decides which regime you are in.
Questions buyers ask.
Can I appoint my distributor as Responsible Person?
You can appoint any established EU party who accepts the role in writing, including a distributor or a specialist firm. What you cannot do is leave the role unfilled, because the obligation attaches to the product rather than to the paperwork.
Does the supplier need to give me anything?
Yes, and it is worth agreeing before production: full composition, specifications, safety data and manufacturing information. The safety assessment behind your notification cannot be written without them.
