Destination market
Importing from Indonesia to France.
France is a substantial consuming market rather than a transit one, and it has two viable coasts. Cargo from Indonesia can enter through the Mediterranean or the Channel, and that choice changes the inland cost far more than it changes the paperwork.
Tariff treatment.
Indonesian goods currently enter the European Union under the Generalised Scheme of Preferences, with origin self-declared by a registered exporter. Indonesia leaves that scheme on 1 January 2027 and the agreement meant to replace it is not in force yet. Who you deal with on arrival.
- Two coasts, two sets of posts
- Le Havre and Marseille each operate designated border control posts, and which categories a post is approved for is published by the Commission. The routing decides which list applies to you.1
- Labelling in French
- Consumer information has to reach the buyer in French. It is enforced, and retrofitting labels on landed stock is expensive and slow.
- Overseas territories
- French overseas departments have their own tax treatment. Shipping to Réunion or Guadeloupe is not the same exercise as shipping to Marseille.
- A consuming market
- Most cargo landing here stays here, which changes what buyers ask for: retail-ready presentation more often than bulk.

Plant health stream and prior notification, with EUDR from December 2026 on coffee and cocoa.
Furniture, wood and rattan
A real market here, particularly for décor. V-Legal, EUDR and ISPM 15 all apply.
Seafood
Veterinary stream through an approved post, with catch documentation and an EU-listed establishment.
Essential oils and personal care
The strongest European market for natural perfumery ingredients, and the most demanding on documentation of composition.
Questions buyers ask.
Marseille or Le Havre?
Marseille saves days at sea from Indonesia and suits southern buyers. Le Havre suits Paris and the north. For a regular programme the inland leg usually decides it, and that is a freight question rather than a compliance one.
Is France a good market for Indonesian oils?
It is the deepest one in Europe for natural perfumery materials, and correspondingly the most demanding. Expect questions about composition, origin and consistency that other markets do not ask.
Does French labelling apply to bulk goods?
It applies to what reaches the consumer. Bulk material for further processing is a different case from retail packs, and the boundary is worth settling with your customer before production rather than after.
