Importing from Indonesia to Netherlands.
Goods from Indonesia arrive in the Netherlands mainly through Rotterdam. One national authority, the NVWA, handles food, plant and veterinary control, and consignments subject to official controls are notified to it before they arrive. The tariff treatment changes on 1 January 2027.

Indonesian goods currently enter the European Union under the Generalised Scheme of Preferences, with origin self-declared by a registered exporter. Indonesia leaves that scheme on 1 January 2027 and the agreement meant to replace it is not in force yet. - NVWA, the Netherlands Food and Consumer Product Safety Authority. One national body for food, plant health and veterinary control.1
- Prior notification
- A Common Health Entry Document is submitted to the NVWA at least one working day before the consignment arrives.1
- Plants and plant products
- Notified on a CHED-PP. Coffee, cocoa, spices and dried botanicals sit in this stream.2
- Where the record ends up
- The Dutch system feeds the entry document into TRACES, the Commission's own platform.1

Rotterdam
The main entry point for Indonesian cargo into northwest Europe, and where most consolidated and container traffic lands.
Amsterdam
A secondary option, used more for bulk and specific commodity flows than for mixed containers.
By category.
Coffee, cocoa and spices
Plant health stream. Notified to the NVWA on a CHED-PP before arrival, against the phytosanitary certificate issued on the Indonesian side.
Furniture, wood and rattan
Whether an article falls into the plant health stream depends on what it is, so confirm that before booking. The V-Legal document and the ISPM 15 packaging mark travel with it either way.
Seafood
Veterinary stream, notified to the NVWA. Rotterdam handles this volume as routine, which is part of why so much of it lands there.
Essential oils and personal care
Neither food nor plant control, so the NVWA is not your counterparty. The obligations here are chemical ones and they sit with you or your only representative.

Why does so much Indonesian cargo come through Rotterdam?
Depth, connections and the trading houses that grew up around them. For a buyer elsewhere in Europe it often still makes sense to land in Rotterdam and move inland, which is a routing question worth putting to your forwarder rather than assuming.
How far in advance does the NVWA need to know?
At least one working day before arrival for consignments subject to official controls. In practice the notification is prepared alongside the shipping documents rather than at the last moment.
Can I clear in Rotterdam and move the goods on?
Yes. Once a consignment is released into free circulation in one member state it moves within the EU without further customs formalities, which is why buyers elsewhere in Europe often clear through Rotterdam and truck inland. Whether that beats landing closer to you is a forwarding calculation.
