Importing from Indonesia to Germany.
Goods from Indonesia arrive in Germany mainly through Hamburg and Bremerhaven. Food and plant control is organised differently from most of Europe: the sixteen federal states run it, so which authority handles your consignment depends on where it lands. The tariff treatment changes on 1 January 2027.

Indonesian goods currently enter the European Union under the Generalised Scheme of Preferences, with origin self-declared by a registered exporter. Indonesia leaves that scheme on 1 January 2027 and the agreement meant to replace it is not in force yet. - The sixteen federal states. Official surveillance sits with each state ministry, or with the senate department in the city-states.1
- What that means in practice
- The authority you deal with follows the port of entry. A container into Hamburg and the same container into Bremerhaven are handled by different administrations.1
- Plant health
- Also a state responsibility, with the federal research institute for cultivated plants behind it.2
- Customs

Germany's largest container port and the usual entry for Indonesian cargo, with its own veterinary and import office.
Bremerhaven
The second deep-sea option, under a different state administration from Hamburg.

Coffee, cocoa and spices
Plant health control is run by the state authority covering your port, so the office you deal with in Hamburg is not the office you deal with in Bremerhaven.
Furniture, wood and rattan
The state plant health authority again, where the article falls into that stream. The V-Legal document and the ISPM 15 packaging mark travel with the goods regardless.
Seafood
Handled by the veterinary and import office of the state your port sits in. Hamburg runs its own, which is worth knowing before you fix a routing.
Essential oils and personal care
Outside both the food and the plant streams, so the state authorities are not involved. Customs handles entry and the chemical obligations sit with the importer.
Questions buyers ask.
Why does the federal structure matter to me as a buyer?
Because the authority that inspects your goods, and the practice you get used to, follows the state your port sits in. Buyers who ship regularly through one port and then reroute for capacity reasons are the ones most often caught out by it.
Does customs decide whether my goods can enter?
Not on food safety and plant health. Zoll works alongside the state authorities at the border, and admissibility on those grounds is decided by the food or plant authority rather than by customs.
Hamburg or Bremerhaven?
Sailing schedules and inland connections usually decide it, but the two sit under different state administrations, so the authority and the local practice change with the choice. If you ship regularly, picking one and staying with it is worth more than a marginal freight saving.
