What actually separates them.

Three things, and none of them is the product. How often you buy decides whether you are choosing a producer or a relationship: a project buys once and a manufacturer buys forever, and those are different negotiations with the same factory.

Who carries the compliance decides how much of the work happens before anything is made. A distributor and a private label brand owner both answer for the product in their own market, and a roaster buying green coffee mostly does not. That single difference moves months of registration work on or off the critical path.

What variation costs you decides the specification. A hotel needs two hundred chairs to match each other. A food manufacturer needs this month's material to match last month's. A roaster is buying the variation deliberately. The same Indonesian supply chain serves all three and has to be contracted differently for each.
