ANVISA registration

Brazil's health surveillance agency controls food, cosmetics and related products. Depending on the category a product is registered or notified before it may be sold, and the obligation sits with a Brazilian entity rather than the exporter.

The essentials.

Registration or notification by category
Some products require full registration and others a notification. Which applies depends on the category and it decides the timeline.1
A Brazilian entity holds it
The registration is held by a company established in Brazil, so the importer or a local representative carries it.1
Portuguese labelling
Consumer products carry labelling requirements in Portuguese under national rules, settled before production.
Plant and animal health separately
The agriculture ministry handles plant and animal health, which is a different authority from the health agency.

Who asks for it.

Only these markets require it. Shipping the same goods anywhere else, the question does not arise.

What it does not cover.

  • It is not a customs formality

    Registration is about whether a product may be sold, and it is separate from clearing the goods.

  • The exporter cannot hold it

    An Indonesian producer cannot register the product. It has to be a Brazilian entity, which shapes who you work with.

  • Timelines are real

    Registration takes time. Building it into the launch plan is much cheaper than discovering it after a container arrives.

Who registers the product?

A Brazilian entity, usually the importer or a local representative. The Indonesian producer supplies the technical information and cannot hold the registration.

How long does it take?

Long enough that it belongs in the launch plan rather than in the shipping plan. Confirm the current timeline for your category with a local regulatory consultant.

Is food handled by one authority?

No. The health agency covers food safety and cosmetics, and the agriculture ministry covers plant and animal health. Both can apply to the same shipment.
