COFEPRIS requirements
Mexico's federal health risk authority controls food, beverages, cosmetics and supplements entering the country. The obligation sits with the Mexican importer, and labelling follows national standards in Spanish.

Health authority requirements are about whether a product may be sold, separately from clearing the goods.
Standards are prescriptive
Mexican labelling standards are specific, and generic export artwork rarely satisfies them.
The exporter cannot do it for you
An Indonesian producer can supply information and cannot hold a Mexican obligation.

Who is responsible?
The Mexican importer. The Indonesian producer supplies technical documentation and cannot hold the obligation.
How specific is the labelling requirement?
Specific enough that artwork has to be built against the national standard rather than adapted from another market. Settle it before production.
Does one authority cover everything?
No. The health authority covers food, cosmetics and supplements, and the agriculture ministry covers plant and animal health.
