Indonesian plywood
Indonesia is a long-established plywood exporter. The thing that decides whether a panel can be sold in your market is its formaldehyde emission class, and the United States, Europe and Japan each run a different one. A panel is manufactured to a standard rather than certified into it afterwards.
How it leaves the country.
- Hardwood plywood
- Veneer or composite core, the mainstream export panel for furniture and interiors.
- Film-faced and structural
- For formwork and construction, judged on the face treatment and the glue as much as on the core.
- Blockboard and laminated panels
- Different construction with its own uses, and the same emission question applies to each of them.
How it is graded.
Name the emission standard for your market before anything else, because it is the one property a panel cannot be given after it is pressed. Everything else on the specification is negotiable in comparison.
- United States
- TSCA Title VI, which sets 0.05 ppm for hardwood plywood with a veneer or composite core, and requires compliant products to be labelled.1
- Europe and Japan
- European classes and the Japanese F-star system run separately from the American one. Indonesian mills work to all three, and a panel is built to one.1
- Legality on top
- V-Legal document under SVLK, required for every wood product leaving Indonesia, for every destination2
How it is packed.
- Bundles
- Strapped and film-wrapped on bearers. Edge damage and moisture pickup are the two things that arrive as complaints.
- Wood packaging
- Bearers, crating and dunnage are treated and marked under ISPM 15, separately from the panels themselves3

- V-Legal document
- Issued under SVLK. Required for wood products to every export destination, not only to Europe.2
- EUDR due diligence statement
- For the EU only. Wood is a listed commodity and a panel is a derived product, so both are in scope.4
- Emission compliance record
- The mill's certification and test results for the standard your market applies. Ask for the certificate number and the testing body, then check it.1
- ISPM 15 treatment mark
- On the bearers and crating around the panels, which is a separate requirement from the panels.3
Questions buyers ask.
Can a mill certify an existing batch to my standard?
No. Emission class follows the glue and the pressing, so it is decided when the panel is made. A mill offering to certify stock that was not built to your standard is offering you a document rather than a compliant panel.
Which standard do I need?
The one your destination applies. For the United States that is TSCA Title VI with its labelling requirement. Europe and Japan run their own classes. Selling the same container into two of those markets means building to the stricter one.
Is Indonesian plywood legal to import?
Every Indonesian wood shipment carries a V-Legal document under the national legality system, and for Europe there is a separate deforestation question answered under EUDR. Both are normal parts of the paperwork rather than obstacles.
