Korean food import declaration

South Korea controls imported food through its Ministry of Food and Drug Safety. Each consignment is declared by the Korean importer before customs release, and the overseas manufacturing facility has to be registered separately. Both have to be in place before goods travel.

The essentials.

Two obligations, two parties
Facility registration belongs to the Indonesian producer. The import declaration belongs to the Korean importer. Neither substitutes for the other.1
Declared before release
Food cannot clear customs until the declaration is accepted, and inspection is applied on a risk basis with laboratory testing for some categories.1
Korean labelling
Required for products sold in Korea, in Korean, with content specified nationally. Settle it before production.1
Registration precedes the first order
A producer who has never shipped to Korea has to be registered first, which takes time and is the usual reason a first order is delayed.

Who asks for it.

Only these markets require it. Shipping the same goods anywhere else, the question does not arise.

What it does not cover.

  • It is not the same as Chinese registration

    China and Korea both register overseas food facilities and they run entirely separate systems. Holding one does nothing for the other, and suppliers conflate them.

  • It does not test your lot

    Registration says the facility met the requirements. Whether this consignment passes depends on the inspection and the analysis, which are separate.

Who registers the Indonesian factory?

The producer, through the Korean system, and it has to happen before the first shipment. A Korean importer cannot register a factory on its behalf, and an exporter who has never shipped to Korea is starting a process rather than taking an order.

How long does it take?

Longer than a buyer's first order timeline usually allows, which is why it belongs at the start of a conversation rather than after a price is agreed. Ask whether the producer is already registered before anything else.
