UK border requirements

Since leaving the European Union the United Kingdom operates its own border model for imported goods. Products of animal and plant origin are placed in risk categories that decide what certification and what checks apply, and the importer pre-notifies arrivals.

The essentials.

Risk categorisation drives everything
Goods are assigned a risk category, and the category decides whether health certification and physical checks are required.1
Pre-notification by the importer
Consignments requiring control are notified in advance on the British system, which is separate from the EU one.1
Certification is issued at origin
Where an export health certificate or a phytosanitary certificate is needed, the Indonesian authority issues it before departure and it cannot be created afterwards.1
Separate from EU requirements
British and European requirements have diverged. Documents prepared for one do not automatically satisfy the other, and this catches buyers who ship to both.1

Who asks for it.

Only these markets require it. Shipping the same goods anywhere else, the question does not arise.

What it does not cover.

  • It is not the EU regime with a different flag

    The categories, the systems and the notification points differ. Treating a British import as a European one with extra steps is how consignments end up without the right certificate.

  • The certificate has to be right at issue

    An export health certificate is issued against a specific consignment before it leaves. Errors on it are extremely difficult to correct once the goods have sailed.

  • Requirements change

    The model has been implemented in phases and continues to be adjusted. Check the current position for your commodity rather than relying on what applied last year.

Questions buyers ask.

Do EU documents work for the UK?

Not reliably. The two regimes have diverged, and a certificate drawn up for entry into the European Union may not satisfy British requirements. Buyers shipping to both should plan them as separate document sets.

Who does the pre-notification?

The importer or their agent in Britain, on the British system, before the goods arrive. The Indonesian exporter cannot do it for you.

Does everything need a health certificate?

No. It depends on the commodity and its risk category, and many plant products and manufactured goods do not. Establish where your specific product sits before the first order.
