Export document
PEB and NPE
Every consignment leaving Indonesia is declared to customs on a PEB, the export declaration. Customs check it, and if everything is in order they issue an NPE, the export service note. Without an NPE the goods cannot travel, which makes it the document that proves an export actually happened.
The essentials.
- PEB
- Pemberitahuan Ekspor Barang, the declaration filed with the customs and excise directorate. It describes the goods, the value, the destination and the parties.1
- NPE
- Nota Pelayanan Ekspor, issued after the declaration is checked. It is what permits the goods to move, and it is the end of the process rather than the start.1
- What happens in between
- Customs check the data and the accompanying documents. Errors and missing documents each get their own rejection note, and the consignment waits.1
- Who files it
- The exporter of record on the Indonesian side. As the buyer you never file one, and you can still ask to see it.1
Who asks for it.
This travels with the goods wherever they go. Either Indonesia requires it on the way out, or it is an ordinary trade document that any buyer, bank and carrier expects to see.
What it does not cover.
It proves export, not quality
An NPE confirms customs released the consignment. It says nothing about grade, specification or condition, all of which sit in your contract and in the pre-shipment inspection.
It is not a certificate of origin
Declaring goods for export and proving where they originate are separate exercises with separate documents. A preference claim in your market rests on the second one.
Questions buyers ask.
Should I ask a supplier for their PEB?
Asking for the declaration and the service note on a completed shipment is a reasonable way to confirm a company actually exports rather than selling through someone who does. A supplier who has never held one is not the exporter, whatever the invoice says.
Does this affect my side of the transaction?
Not directly. It is an Indonesian formality handled by the exporter. It affects you through timing, because a consignment held for a rejected declaration is a consignment that misses its vessel.
