Norwegian import requirements

Norway applies much of EU food law through the EEA agreement while staying outside the customs union. It is also a major seafood producer, which shapes both what it imports and how carefully aquatic products are controlled.

The essentials.

EEA membership, not EU membership
Much EU food and veterinary law applies through the EEA agreement, and the customs position is separate.1
Border control for animal products
Products of animal origin are controlled at designated entry points with advance notification.1
A seafood nation
Norway produces seafood at scale, so imported aquatic products face both a narrow market and a well-developed control system.
Norwegian labelling
Consumer products carry national labelling requirements, settled before production.

Who asks for it.

Only these markets require it. Shipping the same goods anywhere else, the question does not arise.

What it does not cover.

  • It is not the EU

Assuming Norway is simply an EU member is where importers get caught, particularly on the customs side.

  • Alignment is not identity

Confirm the Norwegian requirement for your product rather than reading across from an EU document set.

  • Seafood is the hard case

For aquatic products the control system is thorough and the domestic industry is large. Establish the position carefully before ordering.

Questions buyers ask.

Do EU rules apply in Norway?

A great deal of EU food and veterinary law applies through the EEA agreement, and customs is separate since Norway is not in the customs union.

Is there a market for Indonesian seafood?

Narrow. Norway produces seafood at scale, so imports tend to be species it does not catch or farm, and the control system is thorough.

Which port?

Oslo and the southern ports for containers, usually after transhipment at a Northern European hub rather than on a direct service.
