Fumigation certificate
A fumigation certificate records that a consignment, or the wood packaging around it, was treated against pests by an approved operator. Whether you need one depends on the destination and on what you are importing, and it has to be arranged before the container is sealed.
The essentials.
- What it records
- The treatment applied, the operator who applied it, the date, and what was treated. It is a record of an event rather than a property of the goods.
- When it applies
- Where the destination requires treatment for the commodity or the packaging. Plant fibre goods and untreated wood packaging are the usual triggers.
- Who does it
- An approved fumigation operator, before the container is sealed. Nothing about it can be reconstructed afterwards.
Who asks for it.
This travels with the goods wherever they go. Either Indonesia requires it on the way out, or it is an ordinary trade document that any buyer, bank and carrier expects to see.
What it does not cover.
It is not the same as ISPM 15
ISPM 15 is a standing standard for wood packaging with its own stamp. A fumigation certificate is a treatment record for a specific consignment, and some destinations want both.
It is not a phytosanitary certificate
A phytosanitary certificate is issued by a government quarantine authority after inspection. A fumigation certificate is issued by the operator who did the treatment. They answer different questions and are not substitutes.
Questions buyers ask.
Do I need fumigation for every shipment?
No, and treating everything by default wastes money. It depends on the commodity and on the destination's own rules, so settle it with your customs broker before the first order rather than after a consignment is held.
Can it be done after arrival instead?
Some countries allow treatment on arrival at your cost, with the delay that implies. It is always cheaper at origin, and on a container of plant fibre goods the delay itself can do more damage than the pests would have.
