SABER certificate of conformity
Goods entering Saudi Arabia are registered on SABER, the conformity platform run by the Saudi standards authority. Regulated products need a product certificate first, valid for a year, and then a shipment certificate for each consignment. The second cannot be issued without the first.
The essentials.
- The platform
- SABER, an electronic system for registering products and issuing conformity certificates before goods reach the Saudi market.1
- Product certificate
- Confirms the product meets the applicable technical requirements. Valid for twelve months and covering shipments of that product within the period.1
- Shipment certificate
- Issued per consignment. For a regulated product it can only be issued where a valid product certificate already exists.1
Who asks for it.
Only these markets require it. Shipping the same goods anywhere else, the question does not arise.
What it does not cover.
The order cannot be reversed
Arranging the product certificate takes time and it has to come first. A consignment already on the water without one is a consignment waiting, and the sequence is the most common way buyers lose weeks on this route.
It is not a halal certificate
Conformity addresses technical requirements. Halal is a separate question with separate certification and separate recognition, and both can apply to the same food consignment.

Who registers the product?
The importer or their agent, working with a body authorised to issue the certificates. Your Indonesian producer supplies the technical documentation and test reports behind it rather than doing the registration.
Does every product need this?
Regulated products do, and the list is set by the standards authority. Confirm where your goods sit before the first order, because discovering the answer at the port costs far more than checking did.
