Importing from Indonesia to Saudi Arabia.
Goods entering Saudi Arabia are registered on SABER, the conformity platform run by the standards authority. A regulated product needs a product certificate valid for a year, then a shipment certificate for each consignment. The second cannot be issued without the first.

Indonesian goods currently enter the European Union under the Generalised Scheme of Preferences, with origin self-declared by a registered exporter. Indonesia leaves that scheme on 1 January 2027 and the agreement meant to replace it is not in force yet. - The platform
- SABER, where products are registered and conformity certificates are issued before goods reach the market.1

- Valid for twelve months and covering shipments of that product within the period.1
- Shipment certificate
- Issued per consignment, and only where a valid product certificate already exists for a regulated product.1
- Halal is separate
- Conformity addresses technical requirements. Halal certification is a different question with its own recognised certifiers, and both can apply to one food consignment.2

Questions buyers ask.
How early do I start the registration?
Before production, not before shipment. The product certificate takes time and the shipment certificate depends on it, so a consignment that sails first is a consignment waiting at the port.
Does an Indonesian halal certificate work here?
It depends on whether the issuing body is recognised by the Saudi authorities, and recognition is arranged bilaterally. Confirm it with your importer's own authority rather than accepting a producer's assurance.
Who does the registration?
The importer or their agent, working with a body authorised to issue the certificates. Your Indonesian producer supplies the technical documentation and test reports behind it.
