Phytosanitary certificate

A phytosanitary certificate states that a consignment of plants or plant products has been inspected and meets the plant health requirements of the importing country. For Indonesian exports it is issued by Badan Karantina Indonesia, the national quarantine agency, against the consignment itself.

Who asks for it.

This travels with the goods wherever they go. Either Indonesia requires it on the way out, or it is an ordinary trade document that any buyer, bank and carrier expects to see.

What it does not cover.

  • It is a pest document, not a quality document

    It addresses pests, diseases and contamination. Grade, moisture, defect count and cup score sit in your contract with the producer and appear nowhere on this certificate.

  • Not every food product needs one

    The requirement comes from the destination and depends on the commodity. Processed goods often fall outside it while the raw material does not, so check the requirement for the specific product before assuming either way.

Questions buyers ask.

How long before shipping should it be arranged?

Early enough for an inspection to happen before the container is sealed. It is issued against goods that were seen, so a certificate cannot be produced for a consignment that has already left.

Does the destination ever require extra declarations on it?

Often, yes. Importing countries can ask for additional declarations naming a specific pest or treatment. Those have to be known before inspection, because they change what the inspector has to confirm.
