In practice no. You buy from a processor who buys at the port, and the processor holds the approvals and the cold chain. What matters is understanding where their raw material comes from.

Why is catch documentation difficult here?

Because a fishery of many small vessels landing to many buyers is harder to document than a few large vessels with logbooks. It can be done and it takes an organised processor, so ask to see how the chain is recorded.

What actually comes out of Muncar for export?

Mostly processed products: canned and dried fish, meal and surimi inputs. Fresh export product tends to come from fisheries closer to an international airport.
