Importing from Indonesia to Philippines.
The Philippines is Indonesia's closest large neighbour and produces many of the same crops, so demand is for what it is short of. Agricultural imports run through the Department of Agriculture, and anything aquatic goes through the fisheries bureau.

Indonesian goods currently enter the European Union under the Generalised Scheme of Preferences, with origin self-declared by a registered exporter. - Agricultural import clearance
- Plant and animal products need clearance from the Department of Agriculture before arrival, arranged by the Philippine importer.1
- Fisheries has its own bureau
- Aquatic products are controlled separately by the fisheries authority, with its own permits and its own inspection.2
- It grows coconut too
- The Philippines is a major coconut producer in its own right, so Indonesian coconut competes rather than fills a gap. Demand runs to what the local crop does not cover.
- Manila congestion is real
- Port congestion and inland movement around the capital are a recurring cost. Build time into the schedule rather than assuming the short voyage is the whole story.

Does the short distance make this easy?
The voyage is short and the clearance is not automatic. Agricultural clearance has to be arranged before arrival, and port congestion around Manila can cost more time than the sea leg saves.
What does the Philippines actually buy from Indonesia?
Material its own agriculture is short of, industrial inputs, and furniture components. Coconut and tuna are areas where the two countries compete rather than trade.
Who handles the permits?
The Philippine importer. Clearances are issued to them and have to be in place before the goods arrive, which is the single most common cause of a held consignment here.
