Importing from Indonesia to Japan.

Japan requires an import notification to the health ministry for every food consignment, filed each time rather than once per product. Plant quarantine is handled by a separate ministry. Both processes run before release, and both are the importer's responsibility.

Tariff treatment.

Indonesian goods currently enter the European Union under the Generalised Scheme of Preferences, with origin self-declared by a registered exporter. Indonesia leaves that scheme on 1 January 2027 and the agreement meant to replace it is not in force yet. It applies the same way in every member state, so it is written out once: what changes on 1 January 2027 →

Who you deal with on arrival.

Import notification
Under the Food Sanitation Act, an import notification is submitted to the health ministry for each consignment of food, additives, apparatus or packaging intended for sale.1
Every time
The notification is per consignment. There is no single approval that covers a product for a period.1
Plant quarantine is separate
Plants and plant products go through the agriculture ministry's quarantine service alongside the health notification.1
Testing on arrival
Consignments can be selected for inspection, and a history of failures raises the rate applied to a supplier.1

Where it lands.

  • Tokyo and Yokohama

The main entry for consumer goods, close to the largest market.

  • Kobe and Osaka

The western gateway, with its own quarantine and inspection capacity.

By category.

  • Coffee, cocoa and spices

Food notification plus plant quarantine, with residue testing that Japanese buyers treat as routine rather than exceptional.

  • Furniture, wood and rattan

Outside the food regime. What matters is the formaldehyde emission class, where Japan runs its own F-star system.

  • Seafood

Food notification, and a market with exacting expectations on freshness and presentation that go well beyond the legal minimum.

  • Essential oils and personal care

Cosmetic and quasi-drug rules apply depending on the claim, and they are stricter about claims than most markets.

Questions buyers ask.

Why a notification for every shipment?

Because the system is built around the consignment rather than around a product approval. It is administratively heavier than a one-time registration and it gives the authority a decision point on every arrival.

How exacting is the Japanese market?

More than the legal requirements alone suggest. Buyers specify appearance, sizing and consistency tightly and reject on things other markets accept. Budget for that in the specification rather than discovering it on the first container.

Does Indonesia have a trade agreement with Japan?

Yes, and which origin form applies follows the agreement in force for the route. Confirm it with your supplier before shipment, because presenting the wrong form loses the preference.
