Importing from Indonesia to Canada.
Canada licenses food importers and requires them to hold a preventive control plan for what they bring in. The obligation sits with the Canadian importer rather than with the Indonesian producer, and it applies before the first consignment rather than after a problem.
Tariff treatment.
Indonesian goods currently enter the European Union under the Generalised Scheme of Preferences, with origin self-declared by a registered exporter. Indonesia leaves that scheme on 1 January 2027 and the agreement meant to replace it is not in force yet. - Food importers hold a licence under the Safe Food for Canadians Regulations, and the licence is the control point rather than the individual consignment.1

- A documented plan covering hazards and how the importer controls them, held and kept current by the licence holder.1
- Traceability
- Records have to link a consignment backwards to the supplier and forwards to the customer, and they are checked.

What is a preventive control plan?
A documented account of the hazards in what you import and how you control them. It belongs to the Canadian importer, it has to exist before the goods arrive, and it is examined rather than filed.
Vancouver or Montreal?
Vancouver is far shorter from Indonesia and suits western buyers. Montreal makes sense for central and eastern Canada despite the longer voyage, because the inland leg from Vancouver is expensive.
Does US compliance carry over?
No. The systems look similar and they are separate, with different licensing and different documentation. Preparing for one does not prepare you for the other.
