LARTAS restrictions
LARTAS is the Indonesian list of goods that are prohibited or restricted. It applies in both directions, so it reaches exports as well as imports. Goods on it either cannot move at all, or move only with a technical permit from the ministry that controls them.

Who asks for it.
This travels with the goods wherever they go. Either Indonesia requires it on the way out, or it is an ordinary trade document that any buyer, bank and carrier expects to see.
What it does not cover.
It is a moving list
Categories are added and removed by ministerial regulation, and the scope of a restriction can change without the product changing. Confirm the current position for your goods rather than relying on what was true last year.
It is not a quality regime
A permit says the goods may lawfully move. It says nothing about grade, specification or condition, which stay in your contract.

Does this affect what I can buy?
Sometimes decisively. Raw rattan is the clearest case: Indonesia restricts its export so the material cannot be bought, only the finished furniture. Checking early avoids designing an order around goods that cannot leave.
Who obtains the permit?
The Indonesian exporter, from the ministry responsible for the goods. Your part is to ask whether one is needed and whether they already hold it, because obtaining one mid-order is not a fast process.
